ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. Strictly enforce a policy requiring valid identification for all patrons who appear to be under the age of 25. Acceptable forms of ID include passports, driver’s licenses, and other government-issued identification. Staff will ask for ID from anyone who looks younger than 25 years old before serving alcohol.
2. HANGR will establish relationships with local law enforcement and community safety organizations. Regular meetings will be held to discuss safety concerns, share incident reports, and develop strategies for crime prevention.
3. The maximum capacity of 1000 patrons will be strictly enforced with real-time monitoring through a digital counting system. Staff will be trained to manage guest flow effectively and ensure the venue does not exceed capacity limits.
4. A comprehensive noise management plan will be established, including sound level monitoring using decibel meters throughout the venue. The sound engineer will ensure that volume levels comply with local regulations and do not disturb neighboring properties.
5. Live music and amplified sound events will be scheduled to conclude by a specific time on weekdays and weekends to minimize disturbances. The venue will avoid scheduling events during known local noisesensitive times.
6. HANGR will establish a neighbor liaison program, providing local residents with a dedicated contact for noise concerns. Regular community meetings will be held to discuss upcoming events and gather feedback from neighbours.
7. The external covered courtyard will be monitored by staff to ensure patrons maintain a respectful noise level. Signage will remind guests to be considerate of neighbours, and staff will intervene if noise levels become excessive.
8. Robust safeguarding policies will be established, outlining clear procedures for reporting and responding to concerns regarding child welfare. These policies will be regularly reviewed and updated to reflect best practices.
9. A Designated Safeguarding Officer will be appointed, responsible for overseeing safeguarding measures, serving as a point of contact for concerns, and liaising with external agencies as necessary. The DSO will have specific training in child protection.

10. The Designated Premises Supervisor or a delegated member of staff must take a pro-active approach to noise control, regularly and frequently checking outside the premises to ensure that the breakout of internal noise, and noise from patrons using the external areas and those departing the premises, is managed so as not to cause a nuisance to occupiers of nearby residential propertied
11. The premises licence holder shall prominently display notices on all exits reminding patrons to leave the premises in a quiet and orderly fashion and to respect the local neighbours’ needs.
12. The sorting, disposal, and/or recycling of bottles or other waste on the premises and in the open air shall be done in such a manner as to minimise disturbance to noise sensitive neighbours and not done after 2300 hours on any day.
13. A management plan shall be held on site detailing procedures for monitoring and controlling the behaviour of customers utilising the designated smoking area, and the dispersion of customers towards the close of trading/events. Staff shall be suitably trained to implement the management plan and a copy of the plan, and any referenced policies, shall be made available upon request by a Responsible Authority.
14. Licensable activities shall not commence on the premises until a scheme of sound insulation works based on the recommendations of an approved noise impact assessment (NIA) undertaken by an acoustic professional have been implemented in full, to the written approval of SCC Environmental Protection Service. The scheme shall include the formation of an acoustic lobby serving the point of access from the main indoor event area to the external courtyard. The NIA shall determine a suitable indoor amplified sound level limit, appropriate to the scheme of sound insulation works, such that the noise breakout to the street does not exceed the prevailing ambient sound level when measured; i) broadband, as an LAeq (15min) and, ii) at any one third octave band centre frequency when measured as an LZeq (15 min).
15. No amplified music or sound shall be played outdoors or broadcast to outside areas, including within any tent, marquee, gazebo, or other similar acoustically weak temporary external structure, after 2300 hours on any day.
16. Any use of a designated smoking area after 2300 hours shall be for smoking purposes only, with no drinks to be taken outside after this time. After 2300 hours, smoking area use shall be monitored to ensure compliance with the approved management plan, which shall include measures to monitor user numbers to ensure compliance to an agreed maximum occupancy.
17. No amplified sound shall be played in the indoor licensed event area unless controlled by a sound limiter capable of limiting the amplified sound level output to a pre-set level which may then be secured in a tamperproof manner. The design and settings of the limiter shall have received the prior written approval of Sheffield City Council’s Environmental Protection Service prior to any regulated entertainment taking place.
18. For all events that include outdoor amplified live or recorded music at above background level, the Designated Premises Supervisor shall nominate a person to be responsible for monitoring noise levels at neighbouring noise sensitive receptor position(s), so as to prevent public nuisance. Checks shall be logged and a written record made and retained, to be available for review by a Responsible Authority, upon request, for a period 3 months. The responsible person shall ensure that any request by an authorised officer of the Council to reduce the sound level is complied with promptly, and that any required reduction in volume is maintained at the level agreed for the duration of the event.
19. For noise monitoring of outdoor events, suitable monitoring positions representative of neighbouring residential uses shall be discussed and agreed with SCC Environmental Protection Service (EPS) in advance of licensable activities commencing at the premises, and shall be subject to review, as necessary, to prevent public nuisance. For smaller scale, low noise risk events, monitoring by the nominated responsible person may be subjective, assessing the event noise relative to the prevailing background level, to ensure event noise remains non-prominent, including any low frequency bass beat.
20. For any major event including outdoor amplified music and requiring an Event Management Plan (EMP), as part of the SAG process or otherwise, EPS shall be consulted at least 4 weeks in advance of the event date to discuss and agree an appropriate noise management strategy for the event. Dependent upon noise risk, evaluation of noise impact against an agreed music noise level threshold level at agreed monitoring positions may be required to be undertaken by measurement, either in-house or, where justified, by a suitably qualified independent professional.

21. An incident log shall be kept at the premises, and made available for inspection on request to an authorised officer of the Council or the Police, which will record the following:
(a) all crimes reported to the venue
(b) all ejections of patrons
(c) any complaints received
(d) any incidents of disorder
(e) all seizures of drugs or offensive weapons
(f) any faults in the CCTV system or searching equipment or scanning equipment
(g) any visit by a relevant authority or emergency service.
Such records to be retained for at least 12 months and available for inspection on request.
22. Staff will receive training concerning , but not limited to,
-Vulnerability awareness
-Crime scene preservation
-Drugs policies
-Underage sales/Challenge 25 scheme /Proxy Sales/Fake ID’s
-CCTV operation (authorised staff only)
-Dispersal policies

Suitable refresher training to be completed at least once per calendar year commencing the year after their date of employment. A written record to be retained for a minimum of 12 months and shall be made available to the Police and/or Licensing Authority upon request.
23. The premises licence holder shall ensure that a written Counter Terrorism Management Plan (CTMP) is prepared, maintained, and implemented at the premises.
The CTMP must:
-Identify potential risks relating to terrorism relevant to the premises and its operation.
-Set out preventative measures, emergency procedures, and staff responsibilities in the event of a suspected or actual terrorist incident.
-Include procedures for evacuation, lockdown, communication with emergency services, and safeguarding of customers and staff.
-The CTMP shall be reviewed at least annually, and whenever there is a material change to the premises layout, operation, or threat environment.
-A record of reviews and updates must be kept on site and made available to authorised officers upon request.
-All staff employed at the premises shall receive training on the CTMP as part of their induction.
-A copy of the current CTMP shall be kept at the premises and be readily available for inspection by staff and authorised officers at all times.
24. There shall be a zero tolerance drugs policy at the premises and there shall be a suitably secure ‘drop box’ for any illegal substances or items confiscated from customers. All drugs seized to be recorded in a logbook with the date and time of seizure. Seized items will be handed to South Yorkshire Police.
25. A CCTV system to the specification of South Yorkshire Police will be fitted, maintained and in use at all times whilst the premises are open (in line with specification March 2025). The CCTV images will be stored for 31 days and police and authorised officers of the council will be given access to images for purposes in connection with the prevention and detection of crime and disorder. Members of the management team will be trained in the use of the system.
CCTV systems installed after 2021 should be full digital systems with wide dynamic range IP cameras (WDR).
26. The CCTV system will contain the correct time and date stamp information.
27. The CCTV footage will be controlled and kept in a secure environment to prevent tampering or unauthorised viewing. A record will be kept of who has access the system, the reason why and when.
28. To acquire a suitable number of radio sets for the premises and to take the CCRAC Radio Scheme (City Centre Retails Against Crime) into use at all times when trading, and continue to be a user whilst this system is in use within Sheffield.
29. Door staff will be employed on Friday, Saturday, Sunday, bank holidays and all evenings preceding a bank holiday, when a licensable activity is being carried out. Door staff will be employed, on the basis of 1 per hundred, during all events with an expected attendance of 400 or more. The employment of SIA staff at any other time to be in accordance with a risk assessment. Consideration to be given to local events including, but not limited to, Tramlines, football matches and Police advice. All risk assessments to be kept on site for a minimum of 6 months and made available, at request, to the responsible authorities.
30. A registered SIA door supervisor must be on duty from 30 minutes before the start of any promoted event until 30 minutes after the end of the event. The number of door supervisors shall be risk-assessed by the premises management and increased where necessary to ensure the safety of patrons. A promoted event is defined as any event where a third party is involved in the organisation, promotion, or marketing of the entertainment taking place at the premises.
31. When SIA registered door supervisors are on duty, the premise licence holder shall maintain at the premises a register containing the following details of all door staff engaged at the premises:
-Full name
-Address
-Date of birth
- Copy of security industry licence
The security must be registered with the SIA as front line and regular checks on the SIA website must be completed by management to ensure the security staff badges are current and valid. 32.The security team will do regular spot checks of individuals when entering the site to ensure no unauthorised alcohol, drugs or contraband enters the site. Any attempt to do so will result in refused entry and anyone found on site with these items will be forced to leave the premises.
33. Where door supervisors are utilised, customers entering the premises will be subjected to searches in accordance with the premises risk assessment. Enhanced searching will be periodically used in accordance with a dynamic risk assessment. Customers accessing the venue using VIP, guest or other concessions must be subject to the same security and age verification checks as all other customers entering the premises including those re-entering the premise. The use of security wands to be considered within the premises search policy.
34. The maximum occupancy of the licensed premises shall not exceed the approved maximum capacity at any one time. The Licensee shall employ sufficient Door Supervisors to monitor and enforce compliance with this occupancy limit. Clear and defined boundaries shall be maintained around the premises to ensure controlled access and egress, thereby preventing overcrowding and ensuring the safe movement of patrons.
35. Drinks must only be available for consumption from plastic vessels or toughened glass. No drinks shall be available to consume from glass bottles.
36. No sales of alcohol for consumption off the premises except in sealed containers.
37. The Designated Premises Supervisor or other such responsible member of staff must be assigned to act as the Safeguarding co-ordinator for ensuring that all staff are fully trained in the risks to children and vulnerable adults. This person must act in compliance with the training and guidance provided by the Sheffield Children’s Safeguarding Partnership.
38. A Challenge 25 scheme must operate including a refusals log, signage and the maintenance of staff training records.
39. Children under the age of 16 must be accompanied by adults at all times.
40. Persons under the age of 18 years are not permitted after 22:00 hours unless accompanied by a responsible adult and attending a pre-booked family type function or dining.
41. Access/egress Point A, from Bardwell Road, may only be used when adjoining businesses are closed, and management has confirmed the route is fully unobstructed.
Large scale events
42. An Event Management Plan in accordance with appropriate event industry guidance shall be prepared for all events over 499 people, and must be available to Responsible Authorities upon request. Each event must be assessed upon its own merits.
43. The Event Management Plan, shall comprise off, but not be limited to:

-Event Risk Assessment
- Site Schedule
- Site Plan
- Site Safety Plan
- Emergency Plan (Including Emergency Evacuation plan and Show Stop Procedure)
-Security and Stewarding Plan (including ingress and egress plans, searching as agreed with local police, deployment plan and terrorism risk assessment) as agreed with Sheffield Police.
- Drugs Policy - Noise Management Plan (including residents hot line information and designated off site monitoring locations as agreed with Environmental Health Team)
- Fire Safety Assessment and Plan
- Adverse Weather Plan
- Medical Needs & Management Plan
- Concessions Management Plan( if applicable)
- Alcohol Management Plan,
- Transport and Traffic Management Plan
- Construction Phase Plan, Risk Assessments and Method Statements (when applicable)
- Sanitation Plan - Waste and Litter Management Plan (including litter management on & offsite/residential)
- Welfare Plan (including Children and Vulnerable Adults Safeguarding Policy)
44. No customers carrying opened bottles upon entry shall be admitted, drinks may not be removed outside of the perimeter of the event site.
45. The event security firm to operate in accordance with a formal events search policy.
46. 47. A suitably qualified and experienced event safety officer shall be employed for all major events, with details provided in the Event Management Plan.
48. A final version of the Event Management Plan to be submitted to the following authorities no later than 28 days before the First Event Day:
