ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1) The premises will be a member of the Pub Watch scheme.
2) Door Staff will be used as deemed appropriate.
3) Windows will be closed at 8pm to reduce any noise issues.
4) Each child will be under the supervision of an adult responsible for their safety.

5. A zero tolerance to drugs policy will operate and staff will be trained to implement this.
6. To prevent underage sales, the Challenge 25 scheme must operate. Staff will be trained to check ID, make and record refusals, proxy sales and how to check for fake ID. Signage will be prominently displayed throughout the premises.
7. Persons under the age of 18 years must be accompanied and supervised by an adult guardian at all times and be off the premises by 21:00 hours unless attending a private, pre-booked family type function.
8. The Designated Premises Supervisor or other such responsible member of staff must be assigned to act as the safeguarding co-ordinator for ensuring that risk management systems are operating and staff are trained in relation to safeguarding children at all times. This person must act in compliance with the training and guidance provided by the Sheffield Children’s Safeguarding Partnership and other relevant responsible authorities.
9. A booking form must be used for all events and private functions. The form must set out the booking conditions for the customer and include the signature and printed name of the venue manager authorising the booking. The form must also include the name, contact details and signature of the customer who is responsible for making the booking. The booking form must record the number of guests attending who are under the age of 18 years. Booking records will be retained for 6 months and made available for inspection of the authorities.
10. Persons under the age of 18 years are not permitted to make bookings. Age/identity checks will be undertaken at the time of booking and a written record of these will be made.
11. All events/private functions involving children and young people will be risk assessed by the Safeguarding Coordinator and a written risk management plan produced. A record of the risk management plan must be retained and made available for inspection by the authorities on request.

12. A CCTV system will be fitted, maintained and in use at all times whilst the premises are open. The CCTV images will be stored for 28 days and police and authorised officers of the council will be given access to images for purposes in connection with the prevention and detection of crime and disorder, in line with GDPR guidance. Members of the management team will be trained in the use of the system. The CCTV system will contain the correct time and date stamp information.
CCTV systems installed after 2021 should be full digital systems with wide dynamic range IP cameras (WDR)
13. The use of door supervisors will be risk assessed on an event by event basis and a written record of the risk assessment be kept at site for 6 months and made available to the Police or an Officer of the Licensing Authority upon request.
14. An incident log shall be kept at the premises, and made available for inspection on request to an authorised officer of the Council or the Police, which will record the following:
(a) all crimes reported to the venue
(b) all ejections of patrons
(c) any complaints received
(d) any incidents of disorder
(e) all seizures of drugs or offensive weapons
(f) any faults in the CCTV system or searching equipment or scanning equipment
(g) any visit by a relevant authority or emergency service.
Such records to be retained for at least 12 months and available for inspection on request.
15. The use of glass alternative drinking vessels shall be utilised in accordance with the premises assessment of risk.
16. There shall be a zero tolerance policy in relation to drugs at the premises and there shall be regular checks by management to prevent the use of drugs by patrons. Drugs seized shall be stored securely and handed to the Police.
17. Staff will receive training concerning , but not limited to,
-Vulnerability awareness
-Crime scene preservation incorporating South Yorkshire Police violent incident protocol
-Drugs policies/drink spiking
-Underage sales/Challenge 25 scheme /Proxy Sales/Fake ID’s
-CCTV operation (authorised staff only)
-Dispersal
Suitable refresher training to be completed at least once per calendar year commencing the year after their date of employment. A written record to be retained for a minimum of 12 months and shall be made available to the Police and/or Licensing Authority upon request.
18. A Challenge 25 scheme must operate including a refusals log, signage and the maintenance of staff training records.

21. Clear and legible notices shall be displayed at all exits requesting that the public respect the needs of local residents and to leave the premises and area quietly.

The form must also include the name, contact details and signature of the customer who is responsible for making the booking. Such records will be retained for 6 months and made available for inspection of the authorities.
