Additional Conditions

Annex 2 Conditions consistent with the operating schedule 1. A colour CCTV system to the specification of South Yorkshire Police will be fitted, maintained and in use at all times the premises are open. CCTV images will be stored for 28 days. Police will be given access to and copies of images for purposes in connection with prevention and detection of crime and disorder. 2. The Club will work closely with the Safety Advisory Group and adhere to their recommendations. 3. No alcohol shall be served to anyone who appears to be under the age of 21 unless they have photographic identification showing they are over 18 years of age. 4. There will be an appropriate number of S.I.A registered door staff and qualified stewards in attendance at any event. 5. Children under 13 shall be accompanied by an adult. 6. To comply with the reasonable requirements of South Yorkshire Fire Service. 7. When dancing is to take place on the premises in an area not previously approved for dancing by the Authority, at least 14 days notice must be given to Environment and Regulatory Services (Health Protection Service) and the Licensing Authority, identifying the area to be used which should be suitable and adequate in size as the designated dance floor for the intended use, and dancing must not take place in that area unless approved by the Authority. 8. A permanent fixed residual current device (RCD) must protect the electrical supply serving all amplified music equipment used for the purpose of live music and DJ. 9. The clubs stewarding operations will be amended to reflect the earlier opening times in the various bars around the ground. SIA staff, as opposed to safety stewards, will be used commensurate with the identified risks associated with the alcohol sales area. South Yorkshire Police will be provided with a copy of the amended stewarding plan. 10. There shall be no adult entertainment or services, activities, other entertainment or matters ancillary to the use of the premises save for the use of authorised AWP machines and cigarette machines. Outdoor Events (on the pitch) 11. The licensed activity on the pitch, shall be conducted in accordance with a suitable and sufficient site specific Health and Safety management plan, which must be submitted to the Health Protection Service 21 days prior to the event taking place. 12. A site inspection may be undertaken before the licensed activity, in respect of condition 10, takes place and the activity shall not proceed unless the responsible authorities are satisfied with the provisions made for the event. Planning for the event : 13. The licensee/promoter shall appoint a named responsible person to coordinate noise issues, to the approval of the Licensing Authority, no later than 4 weeks prior to the event. The noise coordinator shall liaise between all parties DPS promoter, Sound System Suppliers, Sound Engineers, Licensing Authority and Environmental Protection Service, on all matters relating to noise control prior to and during the event. Prior to the event : 14. A noise propagation test shall be undertaken with the Environmental Protection Service present, prior to the start of the event in order to set appropriate control limits at the sound mixer position, or other appropriate position. The sound system shall be configured and operated in a similar manner as intended for the event. The sound source used for the test shall be similar in character to the music likely to be produced during the event. 15. The licensee/promoter shall ensure that prior to the event during any testing of equipment, minimum noise levels are emitted from the sound equipment to reduce to its lowest level any noise nuisance to local residents. During the event : 16. The licensee shall comply with any request made by a nominated officer of the Environmental Protection Service to reduce or remix sound emanating from the amplification system. 17. Facilities shall be provided on the mixing desk, or other appropriate position, for a nominated officer of the Environmental Protection Service to monitor and where necessary secure a reduction in noise level to a reasonable level. 18. A point for lost children will be fully supervised by qualified staff with approved CRB checks. 19. First aid will attend all events and there shall be a medical room provided. 20. There shall be control over ticket sales, sales shall also be for a family orientated crowd. 21. A search policy will be imposed at all entry points to the premises. 22. Operation of all outdoor events will be that similar to match days with the control room in operation. 23. Appropriate risk assessments will be carried out accordingly before each event is due to take place. 24. Pitch tickets will be colour coded to prevent migration. 25. Any event on the pitch that includes boxing, wrestling, live bands and entertainment must be subject to consultation with the South Yorkshire Fire & Rescue Service with 30 days advance notification. 26. Any proposed events detailed in condition 24 above should be subject to compliance with all reasonable requirements made by the Safety Advisory Group and satisfactory site inspection if required. 27. An evacuations policy will be in place at events. 28. Admission to events will be ticket only. 1867 Lounge 29. Any event in the exhibition hall that includes live bands and entertainment must be subject to consultation with the South Yorkshire Fire & Rescue Service with 30 days advance notification. 30. Any proposed events detailed in condition 26 above should be subject to compliance with all reasonable requirements made by the Safety Advisory Group and satisfactory site inspection if required. 31. An evacuations policy will be in place at events. 32. Admission to events will be ticket only. 33. When the concourse toilet facilities are not available for use for private functions in the 1867 Lounge, all of the toilet facilities next to Dooleys Lounge shall be made available and Dooleys Lounge shall not operate separate to the 1867 Lounge. 34. Access to the pitch shall be prevented when concourse facilities are used for private functions. 35. Use of the 1867 Lounge on match days must be in accordance with the Safety Certificate issued to the stadium. 36. A written management procedure should be submitted to the Safety Advisory Group for comment regarding the evacuation procedure for this proposed area when used on non-match days. Specifically for persons on the concourse and using concourse toilet facilities. 37. The capacity of the 1867 Lounge shall be a maximum of 300 persons at any one time. 38. No amplified sound shall be played within the 1867 Lounge except through an in-house amplified sound system fitted to a sound limiter. The settings of which shall have received prior written approval of the Environmental Protection Service. 39. The DPS must take a pro active approach to noise control, checking outside the premises to ensure that noise is kept to a reasonable level and manage noise levels internally so as not to cause a nuisance to the nearest noise sensitive building. 40. The DPS shall promptly display an A4 notice on the exit of the 1867 Lounge reminding patrons to leave the premises in a quiet and orderly fashion and respect the needs of local neighbours. 41. Noise from regulated entertainment shall be inaudible at the nearest noise sensitive property. 42. All windows and doors shall be closed, except for access and egress, when regulated entertainment is present in the exhibition hall. Lounge Suite 41. The room detailed below can be used subject to a maximum capacity of:- Lounge Suite - Fully open 100 persons Divided 60 persons in each room. Board Room 42. The room detailed below can be used subject to a maximum capacity of:- Boardroom - Fully open 100 persons Divided 60 persons in each room. Any embedded permissions and restrictions attached to the justices on/off licence including those specified at Appendix 1.
