Annex 2 - Conditions consistent with the club operating schedule
Any embedded permissions and restrictions attached to the justices Club Registration Certificate including those specified at Appendix 1.
1. Notices to be displayed for zero tolerance of any abusive behaviour towards staff or members of the public who resort on the premises. Violence or threatening behaviour will result in the authorities being notified.
2. The holder of the club premises certificate shall nominate a member of staff in his absence to take charge of the premises and have responsibility for ensuring the safety of members of staff and the public who resort on the premises.
3. All fire exits and escape routes on the premises to be kept clear at all times.
4. First aid equipment and material is available on the premises.
5. The premises will be well maintained with good lighting, ventilation and no tripping hazards.
6. Fire action notices to be posted, and emergency escape routes to be signposted and illuminated as appropriate. The fire alarm system should be regularly checked.
7. Except for access and egress, all windows and doors to remain closed when live or recorded music is played.
8. Signs near the exits of the premises must clearly communicate that guests must respect the needs of local residents, and leave the premises quietly.
9. No films or videos of any description will be shown so they can be viewed by persons under the age of any applicable BBFC / Local Authority certification.
Conditions following Minor Variation 05.02.26
10. CCTV system to the specification of South Yorkshire Police will be fitted, maintained and in use at all times whilst the premises are open (in line with specification March 2025). The CCTV images will be stored for 30 days and police and authorised officers of the council will be given access to images for purposes in connection with the prevention and detection of crime and disorder, in line with GDPR guidance. Members of the management team will be trained in the use of the system.
CCTV systems installed after 2021 should be full digital systems with wide dynamic range IP cameras (WDR).
11. A designated member of staff at the premises will be authorised to access the CCTV footage and be conversant with operating the CCTV system. At the request of an authorised officer of the Licensing Authority or a responsible authority (under the Licensing Act 2003) any CCTV footage, as requested, will be downloaded immediately or secured to prevent any overwriting. The CCTV footage material will be supplied, on request, to an authorised officer of the Licensing Authority or a responsible authority.
12 A CCTV log will be completed on a weekly basis to record the correct date and time of recordings, the hard drive, the recording system and the downloading of the CCTV footage.
13. The CCTV footage will be controlled and kept in a secure environment to prevent tampering or unauthorised viewing. A record will be kept of who has access the system, the reason why and when.
14. A CCTV system shall be installed with a dedicated viewing monitor positioned behind the bar, providing staff with clear oversight of all licensed areas and external spaces.
15. An incident log shall be kept at the premises, and made available for inspection on request to an authorised officer of the Council or the Police, which will record the following:
(a) all crimes reported to the venue
(b) all ejections of patrons
(c) any complaints received
(d) any incidents of disorder
(e) all seizures of drugs or offensive weapons
(f) any faults in the CCTV system or searching equipment or scanning equipment
(g) any visit by a relevant authority or emergency service.
Such records to be retained for at least 12 months and available for inspection on request.
16. The premises shall operate a written Dispersal Policy to ensure customers leave the premises and surrounding area safely, quietly and promptly. The policy must include regular monitoring of all external areas throughout trading hours and active supervision of customer dispersal at the end of the night.
17. Staff will receive training concerning, but not limited to,
- Vulnerability awareness
- Crime scene preservation
- Drugs policies
- Underage sales/Challenge 25 scheme /Proxy Sales/Fake ID’s
- CCTV operation (authorised staff only)
- Dispersal policies
Suitable refresher training to be completed at least once per calendar year commencing the year after their date of employment. A written record to be retained for a minimum of 12 months and shall be made available to the Police and/or Licensing Authority upon request.
18. Staff will receive training within 1 month of employment and will not be left unsupervised until full training has completed.
19. A copy of the South Yorkshire Police Violent Incident Protocol to be displayed within the premises, in sight of staff. This protocol should also form part of staff training and training records to reflect such input.
20. The premises shall operate a written zero-tolerance drugs policy. Staff shall be trained on the policy, and the premises shall carry out regular checks of all internal and external areas, including toilets and the external perimeter. A written or electronic log of all checks, recording the time of each check, the name of the staff member completing it, observations made, and any actions taken shall be kept for 12 months and made available to responsible authorities on request. Any drugs seized shall be stored securely and handed to the Police.
21. The premises shall maintain a written or electronic signing-in register for all members and their guests. The register shall record the name of the member, their membership number, the name of any guest, the date and time of entry, and shall be kept on the premises for 12 months and made available to responsible authorities on request.
22. A Challenge 25 scheme must operate including a refusals log, signage and the maintenance of staff training records.
23. The club will produce a written risk assessment for not having SIA trained and registered door staff
