• Annex 1 - Mandatory Conditions

   

  A club premises certificate may not authorise the supply of alcohol for consumption off the premises unless it also authorises the supply of alcohol to a member of the club for consumption on those premises.

   

  A club premises certificate which authorises the supply of alcohol for consumption off the premises includes the following conditions:

   

  1.              The supply must be made at a time when the premises are open for the purposes of supplying alcohol, in accordance with the club premises certificate, to members of the club for consumption on the premises.

   

  2.              Any alcohol supplied for consumption off the premises must be in a sealed container.

   

  3.              Any supply of alcohol for consumption off the premises must be made to a member of the club in person.

   

  Exhibition of Films

   

  1.              Where a club premises certificate authorises the exhibition of films, the certificate includes the following conditions relating to the admission of children to the exhibition:

   

  (a)              The admission of children (under 18) to the exhibition of any film must be restricted in accordance with the classification set by the film classification body (currently the BBFC).

   

  (b)              In a case where there is no classification given by the classification body (the BBFC) the admission of children to the exhibition of any film must be restricted in accordance with any recommendation given by the Licensing Authority.

   

  2.              In this section -

               

  “children” means persons aged under 18; and

   

  “film classification body” means the person or persons designated as the authority under section 4 of the Video Recordings Act 1984 (c.39) (authority to determine suitability of video works for classification).

  Agreed Conditions with South Yorkshire Police 16.10.2019

  1. It is considered that for the nature of the operation door supervisors will not be required however, a risk assessment will be undertaken should unusual events takes place and if they consider it appropriate will employ the same. Where engaged, door staff shall be licensed by the SIA.

  2. It is considered that for the nature of the operation plastic/polycarbonate drinking vessels will not be required however, a risk assessment will be undertaken should unusual events takes place and management deem it necessary.

  3. The Challenge 25 scheme must operate including a refusals log, signage and the maintenance of staff training records.

  4. A zero tolerance to drugs and novel psychoactive substances will operate at the premises and signage will be displayed to promote this.

  5..A CCTV system to the specification of South Yorkshire Police will be fitted, maintained and in use at all times whilst the premises are open (in line with specification July 2019) . The CCTV images will be stored for 30 days and police and authorised officers of the council will be given access to images for purposes in connection with the prevention and detection of crime and disorder. Members of the management team will be trained in the use of the system.

  6. During all functions nights and members nights a member of staff designated by the club committee must take a proactive approach to noise control, checking outside the premise to ensure that noise is kept to a reasonable level from patrons using the external area and managing noise levels internally so as to be inaudible at the nearest noise sensitive property.

  7. All doors and windows shall be closed after 2300 hours, save for access and egress, whenever regulated entertainment is present in the premises.
