ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. Alcoholic drinks may not be removed from the premises in open containers except for consumption in external areas provided for that purpose.
2. Staff will receive training on matters concerning underage sales, drugs policies and operating procedures.
3. The premises shall operate a proof of age scheme and will require photographic evidence from any person who appears to be under the age of 21 in all sales of alcohol.
4. Refusal’s Book (or equivalent) will be maintained and audited by management.
5. Toughened glasses will be used in the premises where appropriate.
6. Noise shall not emanate from the premises so as to cause a nuisance to nearby noise sensitive properties.
7. Amplified live and recorded music shall not be played outdoors after 23:00.
8. Children under the age of 16 shall not be permitted to enter or remain at the premises after 21:00 unless accompanied by an adult or attending a pre booked function.
9. There shall be adequate controls in place including staff training to safeguard against the sale of alcohol to persons under 18 years.
10. The premises supervisor or appointed staff member shall ensure that when children are admitted to the premises their presence is not inconsistent with the style of operation of the premises at that time and the licensable activities that are being carried out.
11. Policies in relation to children shall be adequately communicated to patrons by staff or through appropriate signage.

12. The use of door staff will be risk assessed on an ongoing basis by the licence holder or premise supervisor. Where engaged, door staff shall be licensed by the Security Industry Authority.
13. CCTV to be installed and in operation whenever the premise is open to the public. Such recordings shall be retained for a period of 28 days (except where such retention cannot be achieved due to reasonable periods of maintenance or repair) and made available within the reasonable time upon request by the Police as long as the request is in accordance with data protection principles.

14. A permanent fixed residual current device (RCD) must protect the electrical power serving all amplified music equipment used for the purposes of live music or similar entertainment.
15. If events are planned to exceed 499, then a specific event management plan shall be put in place.

16. When regulated entertainment in the form of amplified Live and Recorded music is being played, save for access and egress of the general public and/ or than in case of emergency, all doors and windows shall be closed.
17. The DPS or designated member of staff must take a proactive approach to noise control, checking the designated licensed external areas of the premises to ensure that noise is kept to a reasonable level from customers using the designated external area, access and egress, and amplified live and recorded music.
18. The premises licence holder shall prominently display notices in the designated external area, politely reminding customers to be quiet whilst using the facilities provided and respect the local neighbour’s needs.

The current conditions on the Premises Licence are to remain on the Premises licence, save for those which are being amended as part of this application, which are:
19. Live and Recorded (outdoors) to finish at 21:00, unless the playing of live and recorded music forms part of an event on the cricket pitch area.
20. No amplified sound or live music shall be played within the designated external area at above background levels, unless the playing of live and recorded music forms part of an event on the cricket pitch area.
The below conditions are to only apply to events which are held on the Cricket Pitch area.
21. Where engaged, security personnel shall be licensed by the Security Industry Authority.
22. Alcohol and other drinks shall not be removed from the cricket pitch area in open containers save for consumption in the Club House and Its licensed external area.
23. Staff selling alcohol will be trained on matters concerning prevention of underage sales of alcohol.
24. There be a zero-tolerance policy in relation to drugs at the venue. The site will operate a Challenge 21 proof of age scheme.
25. During the course of the event, the site will be staffed with sufficient members of staff to regulate the number of people to be in attendance at site and also to supervise parking and access to the site. Noise or vibration shall not emanate from the premises so as to cause a nuisance to nearby properties.
26. The provision of regulated entertainment in the form of amplified live music externally will cease at no later than 22:00 hours.
27. The provision of regulated entertainment in the form of amplified live music externally shall be limited to a single artist/act performing at any one time.
28. During the provision of regulated entertainment in the form of amplified live music externally, regular checks of the boundaries at the nearest noise sensitive residential points shall be undertaken to ensure that no nuisance Is caused to nearby residents. These checks will be recorded in a suitable log and retained for a period of 6 months after the event.
29. The following conditions will only apply in respect of large-scale events provided in the external licensed areas (with large scale being defined as at which regulated entertainment comprising live and/or recorded music is being provided together with the number of attendees exceeding 500 persons)
(a) Planning for the Event - The Premises Licence Holder shall appoint a suitably qualified noise consultant, the approval of the Environmental Protection Service, produce a Noise Management Plan (NMP). The NMP shall be produced no later than 6 weeks prior to the event and shall include details of predicted noise levels at nearest noise sensitive properties based on modelling, or actual noise measurements. The noise level predictions shall only be based on the sound system to be deployed for the event. The NMP shall detail measures for how noise will be monitored and proactively managed during the event. The appointed noise consultant shall Liaise between all parties - Environmental Protection Service, Production Manager, DPS, sound system suppliers, sound engineers, Licensing Authority, on all matters relating to noise control prior to and during the event.
(b) Prior to the Event - A noise propagation test shall be undertaken with the Environmental Protection Service present, prior to the start of the event (in order to set appropriate control limits at the sound mixer position. The sound system shall be configured and operated in a similar manner as intended for the event. The sound source used for the test shall be similar in character to the music most likely to be produced during the event.
The noise consultant shall ensure that prior to the event during any testing of equipment, minimum noise levels are emitted from the sound equipment to reduce to lowest level any noise nuisance to local residents.
(c) During the Event - The noise consultant shall ensure that noise Is monitored at the perimeter of the site (or other appropriate noise sensitive location) throughout the event, and at least during each different artist.
The noise consultant shall comply with any request made by a nominated officer of the
Environmental Protection Service to reduce or remix sound emanating from the amplification system.
Facilities shall be provided on the mixing desk, or other appropriate position, for a nominated officer of the Environmental Protection Service to monitor and where necessary secure a reduction in noise level to a reasonable level.
(d) After the Event - A compliance/ evaluation report shall be produced within 6 weeks of the event detailing monitored noise levels during the event, compliance with agreed levels, number of complaints received and action taken as a result of complains, recommendations for future events."
30. There should be adequate controls in place Include staff to safeguarding against the sale of alcohol to persons under 18.

31. For all events exceeding 499 guests, planning for the event will be in line with recommendations laid out in the online ‘Purple Guide’ and HSG154-Managing Crowds Safely.
32. All drinks to be consumed on the premises are to be served in non-glass drinking vessels
33. For all major events exceeding 499 guests, the licensee shall engage with the Safety Advisory Group (SAG) and provide a suitable person to attend SAG meetings to discuss any major events to be held at the site under this licence, in whatever form those meetings may take. A suitable person will be defined as a person who has the knowledge, experience and authority to make decisions upon the provisions for the safe running of the event. For all other licensable events under this licence with a capacity of 499 or less, at least 14 days’ notice should be given to the licensing authority.
34. A suitably qualified and experienced event safety officer shall be employed for all major events which exceed 499 guests, with details provided in the draft Event Management Plan.
35. For events which exceed 499 guests, the applicant will provide a draft Event Management Plan to the Safety Advisory Group at least 3 months prior to the event day. The Safety Advisory Group will be provided with details of planning for the Event.
36. The Event Management Plan shall comprise but not be limited to:

- Site Schedule - Site Plan
- Site Safety Plan
- Emergency Plan (Including Emergency Evacuation plan and Show Stop Procedure) Security and Stewarding Plan (including ingress and egress plans, searching as agreed with local police, deployment plan and terrorism risk assessment) as agreed with Sheffield Police.
- Drugs Policy
- Noise Management Plan (including residents hot line information and designated off site monitoring locations as agreed with Environmental Health Team)
- Fire Safety Assessment and Plan
- Adverse Weather Plan
- Medical Needs & Management Plan
-Concessions Management Plan - Alcohol Management Plan,
- Transport and Traffic Management Plan
- Construction Phase Plan, Risk Assessments and Method Statements.
- Sanitation Plan - Waste and Litter Management Plan (including litter management on & offsite/residential as agreed with Safety Advisory Group)
- Welfare Plan (including Children and Vulnerable Adults Safeguarding Policy)
37. A final version of the Event Management Plan will be submitted to the Safety Advisory Group no later than 28 days before the event day.
38. No customers carrying opened bottles upon entry shall be admitted, drinks may not be removed outside of the perimeter of the event site.
39. 40. Events, which are held on the cricket pitch area and exceed 499 guests and are accessed by guests under the age of 18, should be planned with reference to the Sheffield Children Safeguarding Partnership events guidance and a safeguarding risk assessment.
41. The Designated Premises Supervisor, Event Safety Officer or other such responsible person should be assigned to act as the Safeguarding Coordinator.
