Additional Conditions

• 1. At any time when the are open to the public, each entrance to the premises will be monitored by at least one member of door staff from 21:00 hours on any day the premises are to remain open after 01:00 hours. Persons will not be admitted to enter the premises after 02:00 hours on any night. 2. To acquire a suitable number of radio set for that premises and take the CCRAC Radio Scheme into use at all times when trading, and continue to be a user whilst this system is in use in Sheffield. 3. There shall be a zero tolerance drugs policy at the premises and there shall be a suitably secure 'drop box' for any illegal substances or items confiscated from customers. Seized items will be handed to the South Yorkshire Police. 4. A colour CCTV system to the specification of South Yorkshire Police will be fitted, maintained and in use at all times whilst the premises are open. The CCTV images will be stored for 31 days and police and authorised officers of the council will be given access to images for purposed in connection with the prevention and detection of crime and disorder. Members of the management team will be trained in the use of the system. A copy of the specification dated January 2010 will be available at all times for inspection of the police and authorised officers. 5. No event involving the attendance of young people under 18 years of age will be organised or held without the prior knowledge and permission of Sheffield Police Liquor Licensing Department and Sheffield Safeguarding Children Board (Licensing Manager). 6. A one hour closing period will follow any under 18 event to allow the dispersal of all those under the age of 18. 7. While the premises are open to the public, all drinks will be provided in containers made from plastic or toughened/safety glass. 8. There shall be no adult entertainment or services, activities, other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children. 9. The premises shall have in force and operate a Challenge 25 policy that shall apply at the points of entry to the premises and points of sale for alcohol. The policy shall be recorded in writing and all staff shall be trained on the policy before making any sales. Records of training, including refresher training, shall be retained and made available to the authorities on request. Signage must be prominently displayed including entrance areas that the Challenge 25 scheme operates. 10. All persons who have left the premises for whatever reason and who seek re-entry must go through all the security and admission procedures applicable to new customers. 11. Persons uning VIP passes and guests of the club must go through all the security and admission procedures applicable to new customers. 12. A minimum of one designated member of security staff must be assigned to verify the age of all persons accessing the premises when operating as an adult night club. 13. All employees, voulenteers or entertainers must be aged 18 years or over. A record of each employee's name, address, national insurance number, photograph and date of birth will be retained and these details must be checked and verified by the premises manager or premises licence holder, against other recognised forms of identity (passport; photo-driving licence). These records must be retained at the premises for a minimum of 12 months from the date of employment and made available to officers of Responsible Authorities on request. 14. A suitable member of staff must be assigned to act as Children's Safeguarder to have responsibility for risk assessment and child protection systems at the premises. This person must act in accordance with the guidance provided by the Sheffield Safeguarding Children's Board. 15. The Children's Charter or comparative signage must be displayed when children access the premises and its principles enforced. This signage must include that persons under the age of 18 are prohibited after 18:00 hours. 16. Adequate control measures must be in place to prevent children accessing the internet inappropriately. 17. During under 18's events, an admission policy must operate including that:- (i) security checks must be undertaken to search for weapons and intoxicating substances and; (ii) an age verification scheme must operate including a refusals and incident log. 18. Under 18's events must be planned and operate in compliance with the events guidance issued by the Sheffield City Council Safeguarding Children Board. 19. Alcohol must not be displayed, sold or consumed at an under 18's event. 20. A sufficient period of time must be allowed for staff to vacate the premises of all customers and check that customers of an inappropriate age do not remain prior to the start and at the close of under 18 events, to ensure age restrictions are enforced. A record of each check must be maintained, including the date, areas checked, name of staff responsible for the check and record of any issues/incidents raised. 20. A period of one hour closure must be enforced following all under 18 events to allow the dispersal of persons under the age of 18. 21. The applicant or person responsible for the premises shall consult with the Responsible Authorities throughout the design of the internal and external areas of the premises so as to ensure the premises complies with Sheffield City Council's Policy and Guidance as issued under the Licensing Act 2003. 22. A Building Regulation Completion Certificate shall be submitted to the responsible authority for public safety. 23. A satisfactory electrical certificate shall be provided for the premises. 24. A permanently fixed residual current device (RCD) must protect the electrical power serving amplified music equipment. 25. No licensable activities will take place under the authority of this licence until the Licensing Authority has been notified that the premises are suitable and complies with the Health Protection Service's reasonable requirements towards public safety. 26. No live music or amplified sound shall be played within the building unless a scheme of sound attenuation works has been installed and thereafter retained. Such scheme of works shall: (a) Be based on the findings of an approved noise survey of the application site, including an approved method statement for the noise survey, (b) Be capable of restricting noise breakout from the building to the street to levels not exceeding: i. background noise levels by more than 3dB(A) when measures ad a 15 minute LAeq, ii. any octave band centre frequency by more than 3dB when measured as a 15 minute linear Leq. Before such scheme of works is installed, full details thereof shall first have been submitted to and approved by the Local Planning Authority.
