ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. There shall be no adult entertainment or services, activities, other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children.
2. No food or alcohol will be allowed to be taken outside the marquee or out of the secured fenced food garden area.
3. Large rubbish bins will be provided for all types of rubbish to be disposed of inside the marquee and fenced food garden area. The rubbish will be bagged and tied and put in a skip ready for pick up on the Monday after the festival.
4. SIA registered security will control the public inside the festival and also control the perimeter of the marquee, field and any car parking areas.
5. Persons will be asked to leave quietley with security positioned at regular intervals reminding people to repect the neighbours as they leave (if required)
7. SIA registered security staff will be present at the festival to ensure public safety. They will be able to remove people from the event if required.
8. All persons and bags will be checked before they enter the premises by security. They will liase with the head of site operations on any issues and they will be briefed on the evacuation process.
9. Qualified first aiders will be on site and there will be a designated first aid area.
10. Access to the venue (marquee) will be kept clear for all emergency services to access.
11. Emergenct services numbers will be held on the main entrance gate.
12. Fire exits will be kept clear and emergency lighting installed inside the marquee and lighting present outside the marquee.
13. All drinks will be served in cans, plastic glasses and plastic bottles. No Glass will be allowed on the premises.
14.The licensable activities in this licence are to be restricted to the marquee & fenced area
15.Proof of age will be asked at point of entry into the premises and also at point of serving.
16 Entry into the festival will be controlled tickets exchanged for coloured wristbands which will be checked by SIA registered security. two types of wristband, one colour for over 18 and another colour for under 18. Security will check ID of anyone who looks 25 and under. If they cannot prove their age by any of the following forms of identification, which are compliant with the following then they will be issued with an under 18 coloured wristband
(a) The card has a verifiable means of accredititation for the information held upon it. (i.e issued by Central or Local Government, recommended by Home Office or ACPO, supported by Government e.g Photo Driving Licence; Passport; PASS card)
(b) The information on the card provides the date of birth of the holder.
(c) The card provides information to identify the holder bothby name and photograph
(d) The card can be authenticated beyond resonable doubt to avoid acceptance of fake/fraudulent identification.
17. Alcohol will only be served to those with an over 18 coloured wristband.
18. All persons under 16 must be accompanied by an adult and children will be issued a childrens wristband which will be completed by parent/guardian with contact details.
19. SIA registered security will be in contact with one another and with the head of site operations. They will also have a site meeting before the start of the festival to run through security checks and emergency procedures.
20. Security will be present 24 hours as security will be on night shift to secure the marquee.
21. The Designated Premises Supervisor/Promoter shall appoint a named person to co-ordinate noise issues, to the approval of the Environmental Protection Service, no later than 4 weeks prior to the event. The noise co-ordinator shall liaise between all parties - Environmental Protection Service, DPS, Promoter, sound system suppliers, sound engineers and Licensing Authority, on all matters relating to noise control prior to and during the event.
22. A noise propagation test shall be undertaken with the Environmental Protection Service present, prior to the start of the event in order to set appropriate control limits at the sound mixer position. The sound system shall be configured and operated in a similar manner as intended for the event. The sound source used for
the test shall be similar in character to the music most likely to be produced during the event.
23. The noise co-ordinator shall ensure that prior to the event during any testing of equipment, minimum noise levels are emitted from the sound equipment, to reduce to its lowest level any noise nuisance to local residents.
24. The licensee shall ensure that sound testing is only carried out between the hours of 10:00 and 19:00 and is of the shortest duration practicable.
25. The noise co-ordinator shall ensure that noise is monitored at the perimeter of the site (or other appropriate noise sensitive location) throughout the event, and at least during each different artist.
26. The noise co-ordinator shall comply with any request made by a nominated officer of the Environmental Protection Service to reduce or remix sound emanating from the amplification system.
27. Facilities shall be provided on the mixing desk(s), or other appropriate position(s), for a nominated officer of the Environmental Protection Service to monitor and where necessary secure a reduction in noise level to a reasonable level.
28. A minimum of one children’s safeguarder will be assigned to duty at events involving children and young people. This member of staff must act in compliance with the guidance and training provided by the Sheffield Safeguarding Children Board including a children and young peoples risk assessment for each event.
29. Written Risk assessment(s) will be provided to and discussed at the Safety Advisory Group Meetings meeting.
30. The licensed activity shall be conducted in accordance with a suitable and sufficient site specific Event Health and Safety Plan in agreement with the Safety Advisory Group.
31. Any reasonable requirements of the Safety Advisory Group will be complied with in order to ensure that the event site is suitable for its intended use.
32. There shall be no special effects (eg pyrotechnics, lasers, strobes, etc) without prior approval of the Safety Advisory Group.
33. Any annual events that take place under this licence must not take place until they have been discussed and agreed through the Safety Advisory Group.
34. Any structures, screens, platforms, fences etc. must be agreed by the Safety Advisory Group and full written details including plans and calculation must be provide when requested by the Safety Advisory Group.
35. Detailed Stewarding and Policing Plans will be provided to the Safety Advisory Group for discussion and agreement.
36. Detailed Medical and First Aid proposals and plans will be provided to the Safety Advisory Group for discussion and agreement.
37. Site inspection(s) will be co-ordinated by the Safety Advisory Group before the licensed activity takes place and the activity shall not proceed unless the Safety Advisory Group is satisfied with the provisions made for the event.
38. At the end of the final site inspection the Licence holder will provide any certification that is required by the Safety Advisory Group such as Electrical Certificates, Fire Certificates, Erection Certificates and Completion Certificates etc.
39. The capacity for each event will be discussed and agreed at a Safety Advisory Group Meeting.
40. The method of ticketing will be discussed and agreed at a Safety Advisory Group Meeting.
41. The Licence Holder will ensure that there is a detailed fit for purpose written Contingency Plan in place for each event that has been agreed by the Emergency Services and the Safety Advisory Group
42. The Licence Holder will ensure that they give the Chair of the Safety Advisory Group a minimum eight weeks notice of any events held under this licence.
43. Events involving persons under the age of 18 years will be planned in compliance with the guidance issued by the Sheffield Safeguarding Children Board.
44. At events where age restrictions apply, or where alcohol is on sale, an age verification scheme must operate in compliance with the partnership guidance issued by the Sheffield Safeguarding Children Board, South Yorkshire Police and Trading Standards. This scheme must also apply to persons accessing the event using V.I.P/Guest list privileges.
45. The applicant will produce an Event Management Plan which will include the name, address and telephone number of lead person(s) responsible for safeguarding children at an event
