ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
Health Protection Service- conditions agreed 10th July 2020
1. All events shall be conducted in accordance with a specific event management plan.
2. A Building Regulation Completion Certificate shall be submitted to the responsible authority for public safety with respect of the conversion of shipping containers and associated areas including staircases, balconies and terraced areas of the shipping containers.
Sheffield Children's Safeguarding Partnership - conditions agreed 2nd July 2020
3. The Designated Premises Supervisor or other such responsible person will ensure that a safeguarding risk management plan is produced for all events and times when licensed activity takes place. The risk management plan should be undertaken with reference to the guidance issued by the Sheffield Children's Safeguarding Partnership and written records of the risk assessments should be maintained.
South Yorkshire Police - agreed conditions 7th July 2020
4. Staff will receive training on matters concerning underage sales, drugs policies, and operating procedures. Records of such training will be kept and made available for inspection of the authorities.
5. There shall be a zero tolerance policy in relation to drugs at the premises and there shall be regular checks by management to prevent the use of drugs by patrons. Drugs seized shall be stored securely and handed to the Police.
6. A CCTV system to the specification of South Yorkshire Police will be fitted, maintained and in use at all times whilst the premises are open (in line with specification July 2019). The CCTV images will be stored for 30 days and police and authorised officers of the council will be given access to images for purposes in connection with the prevention and detection of crime and disorder. Members of the management team will be trained in the use of the system.
7. Every member of bar staff at all events will be fully trained in relation to the risk assessment, operational procedures and conditions of the Licensing Act. This training will be refreshed on a bi-annual basis and documented.
8. During pop-up street events at least 4 registered security staff will be employed, at peak times this will be extended to 5 to ensure greater monitoring of the site. The use of security to be risk assessed at all other times.
9. The security team will do regular spot checks of individuals when entering the site to ensure no unauthorised alcohol, drugs or contraband enters the site. Any attempt to do so will result in refused entry and anyone found on site with these items will be forced to leave the premises.
10. The security staff will remain in radio contact with each other at all times. Other key individuals will also have radio contact with the security team, including but not restricted to the event manager, the DPS, the Head of Productions and the main bars.
11. No sales of alcohol for consumption off the premises except in sealed containers.
12. To acquire a suitable number of radio sets for the premises and to take the CCRAC Radio Scheme (City Centre Retails Against Crime) into use at all times when trading, and continue to be a user whilst this system is in use within Sheffield.
13. A Challenge 25 scheme must operate including a refusals log, signage and the maintenance of staff training records.
14. The Designated Premises Supervisor or other such responsible member of staff must be assigned to act as the co-ordinator for ensuring that risk management systems are operating and staff are trained in relation to safeguarding children at all times. This person must act in compliance with the training and guidance provided by the Sheffield Children’s Safeguarding Partnership and other relevant responsible authorities
Environmental Protection Service - conditions agreed 12th June 2020
15. The Designated Premises Supervisor or a delegated member of staff must take a pro-active approach to noise control, regularly and frequently checking outside the premises to ensure that the breakout of internal noise and noise from patrons using the external areas is managed so as not to cause a nuisance to occupiers of nearby residential properties.
16. The premises licence holder shall prominently display notices on all exits reminding patrons to leave the premises in a quiet and orderly fashion and to respect the local neighbours’ needs.
17. The sorting, disposal, and/or recycling of bottles or other waste on the premises and in the open air shall be done in such a manner as to minimise disturbance to noise sensitive neighbours, and not done after 2300 hours on any day.
18. On any occasion where entertainments include outdoor performances featuring amplified sound, the Designated Premises Supervisor shall nominate a person to be responsible for monitoring noise levels at noise sensitive position(s) on the site boundary, so as to prevent public nuisance. The responsible person shall ensure that any request by an authorised officer of the Council in relation to reducing noise levels is complied with promptly, and that any required reduction in volume is maintained at the level agreed for the duration of the entertainments.
19. A crime prevention policy agreed by the police and local authority will be in place.
20. Door staff will be employed at all times during the weekend when a licensable activity is being carried out. Door staff will be employed, on the basis of 1 per hundred, during all events with an expected attendance of 400 or more. The employment of SIA staff at any other time to be in accordance with a risk assessment. Consideration to be given to local events including, but not limited to, Tramlines, football matches and Police advice. All risk assessments to be kept on site for a minimum of 6 months and made available, at request, to the responsible authorities.

20. Door staff will be employed on Friday, Saturday, Sunday, bank holidays and all evenings preceding a bank holiday, when a licensable activity is being carried out. Door staff will be employed, on the basis of 1 per hundred, during all events with an expected attendance of 400 or more. The employment of SIA staff at any other time to be in accordance with a risk assessment. Consideration to be given to local events including, but not limited to, Tramlines, football matches and Police advice. All risk assessments to be kept on site for a minimum of 6 months and made available, at request, to the responsible authorities.
21. Two way communication will be implemented to report incidents between the premises and the local police or CCTV monitoring centre. Any cameras covering the exterior of the premises shall be left to record at all times. Notices advising that CCTV has been installed must be displayed on the premises so that they are clearly visible to the public within the licensed premises.
22. Drinks must only be available for consumption from plastic vessels or toughened glass. No drinks shall be available to consume from glass bottles.
23. Public information notices about crime and disorder issues must displayed at the request of the Council or South Yorkshire Police. Displayed restrictions must be on show in regards to the admittance of individuals according to age (e.g. Children) on or immediately outside the premises.
24. The maximum occupancy of the licensed premises shall be restricted to the maximum capacity at any one time. Door Supervisors shall be employed to ensure that the capacity limit is enforced.
25. Children under the age of 16 must be accompanied by adults at all times. (Note: The above condition may be appropriate for any premises NOT serving alcohol for consumption on the premises, but where the public are allowed on the premises).

26. No amplified music or sound shall be played outdoors or broadcast to outside areas, including any tent, marquee, gazebo or other similar acoustically weak temporary structure, after 2300 hours on any day.

27. Add 2 temporary bars on lower courtyard for spring and summer only.

Health Protection Conditions;
28. For all major events exceeding 499 people, the licensee shall engage with the Safety Advisory Group (SAG) and provide a suitable person to attend SAG meetings to discuss any major events to be held at the site under this licence, in whatever form those meetings may take. A suitable person will be defined as a person who has the knowledge, experience and authority to make decisions upon the provisions for the safe running of the event. For all other licensable events under this licence with a capacity of 499 or less, at least 14 days’ notice should be given to the licensing authority.
29. A suitably qualified and experienced event safety officer shall be employed for all major events, with details provided in the draft Event Management Plan.
30. All planning for major events will be in line with recommendations laid out in the online ‘Purple Guide’ and HSG154- Managing Crowds Safely.
31. For major events, the applicant will provide a draft Event Management Plan to the Safety Advisory Group at least 2 months prior to the First Event Day. The Safety Advisory Group will be provided with details of planning for the Event.
32. The Event Management Plan shall comprise but not be limited to:
- Event Safety Management Plan
- Event Risk Assessment
- Site Schedule - Site Plan
- Site Safety Plan
- Emergency Plan (Including Emergency Evacuation plan and Show Stop Procedure) Security and Stewarding Plan (including ingress and egress plans, searching as agreed with local police, deployment plan and terrorism risk assessment) as agreed with Sheffield Police.
- Drugs Policy
- Noise Management Plan (including residents hot line information and designated off site monitoring locations as agreed with Environmental Health Team)
- Fire Safety Assessment and Plan
- Adverse Weather Plan
- Medical Needs & Management Plan
-Concessions Management Plan
- Alcohol Management Plan
- Transport and Traffic Management Plan
- Construction Phase Plan, Risk Assessments and Method Statements.
- Sanitation Plan - Waste and Litter Management Plan (including litter management on & offsite/residential as agreed with Safety Advisory Group)
- Welfare Plan (including Children and Vulnerable Adults Safeguarding Policy)
33. A final version of the Event Management Plan will be submitted to the Safety Advisory Group no later than 28 days before the First Event Day.
34. No customers carrying opened bottles upon entry shall be admitted, drinks may not be removed outside of the perimeter of the event site.
35. All drinks to be served in non-glass drinking vessels, where a drink is in a bottle and this is not plastic, the contents will be decanted into a plastic vessel.
36. The Designated Premise Supervisor, management team and relevant staff to be trained via online e learning package “Action Counters Terrorism” available on https://www.protectuk.police.uk/catalogue or any relevant government approved training following a change in name.
